The NESTOR Framework
A modular, versioned framework for high-quality infrastructure decisions.
NESTOR develops a reproducible framework for preparing, evaluating, documenting, and reviewing complex infrastructure decisions. It is validated in real-world projects, implemented digitally through Atlas, and refined continuously.
Problem statement (NESTOR-000)
Complex infrastructure decisions are frequently made using fragmented information, implicit assumptions, isolated technical analyses, and disconnected domain-specific methods. The proposed solutions may be technically valid, while the reasoning behind them, the comparison of alternatives, the remaining uncertainties, and the long-term traceability of the decision are often insufficiently documented. NESTOR addresses this problem with a reproducible, structured approach.
Framework architecture
Four levels – from immovable foundations to the digital implementation. The methodology is independent of its implementation: the framework is the source of truth, Atlas implements it.

Capability before Technology
Capabilities are defined independently of technologies. Technologies change – capabilities remain far more stable.

No solution is optimized before the underlying decision problem has been validated.

Uncertainty is disclosed and managed – not hidden.

The quality of a decision is assessed by the quality of the decision process, not only by the later outcome.

Not only results, but derivations, assumptions, and evidence remain permanently traceable.
